Bearing in mind how this disproportionately hits the poor ... what good is a fine to most of the population when the government will use it for more warfare.

Isn't money from fines put towards paying criminal compensation etc? I'm not sure, but I thought it was.

The government's finances are a black hole. They pay the absolute minimum they can get away with it.

If the governent said they will put the money to reducing a specific fuel tax by "x", or, greener, raising some allowance (one of payment to elderly), then great.

Otherwise, Gordon Brown just got his hands on some extra money to fight wars.

This is something that was a big deal a long time ago in the states. It was over milk and gallons of it got wasted due to the price fixing. It was a sad state of affairs. It happened before I was born. There are actually laws in place now specifically for the sale of milk because of it. I can't remember what all they are.
