Actually 1 million Iraqis from the sanctions, and over 600,000 since the invasion, so 1.6 million = £376 BILLION
Now, let's look at the Palestinians killed or displaced by Israel : I reckon a US court would have awarded TRILLIONS in damages if the victims were Israeli, and the aggressor was Arab, and they would impose crippling "import/export" taxation scheme where all money from exports are paid into a fund where 50% goes to Palestinians .. and this will run till all Palestinians have been compensated.

you can look at this generally and see how absurd it is, but you can also look at a specific case to highlight the absurdity. Take the bombing during the Clinton administration of a pharamaceutical company in Sudan, which contained medicines which were destroyed affected 1000's of people, not to mention the immediate deaths as a direct consequence of the attack. Now it was consequently proved that the company was no more than a pharamaceutical company, not, as claimed a terrorist warehouse.. now its fairly unsurprising there was no mention of reparations in any mainstream media in the west. Its simply a case of one rule for the powerful.
