61,023 lukes, but only 'fewer than 336' people with my surname, and only '1 or fewer' with my first name and surname!

That was fun. With my maiden name, there is 3 of me, and I know that one of those 3 had lived in the same town as me as she was in the phone book up in NY! lol! With my married name there's only one of me. That's because the last name is even unusual in Denmark. lol!

there are 3 with my name. I know there's at least one other in Britain as he's a Labour town councillor - which has proved very useful for me when people try to track me down... haha

I'm not surprised as your last name is not all that common
There are 147 981 people with my first name, 39 665 with my last name and 19 with exactly the same name. Using my maiden name, there are 391 people with the same last name and "one or fewer" with the total name --- so I guess I'm in the same boat as you, Sky!

Where do they get these stats from? How do they know how many people have what name?

You have to register your birth with Social Security in the United States. You can check through the Social Security office what names are registered, when, what year, etc.
EDIT: The social security office itself even offers you services to look up baby names so you can see if they are popular and when
